
The Skills for Growth programme
The Skills for Growth programme has been designed to fill the occupational skills gaps identified by employers who have continually highlighted that they cannot find the technical skills in Greater Manchester required to support and grow their businesses.
To respond to this, Greater Manchester Combined Authority has secured £42million from the European Social Fund to deliver a three-year programme, working in partnership with businesses and training providers to create new learning opportunities for employed residents in the city-region.
Pledging to support more than 25,000 individuals in employment and 3,000 businesses over its duration, Skills for Growth will plug the gaps identified by employers in priority industries as well as enabling local people to further their careers.

Highfield Level 3 Diploma
for Team Leaders and Supervisors.
The objective of this qualification is to support a role in the workplace, giving learners the opportunity to learn and evidence their knowledge and competency. This qualification provides learners with the knowledge and skills in leadership and management, such as: Problem Solving, Team Building and Development, Project Management and Communication.
These area will be met through classroom sessions using Power Point, Workbooks, Handouts, Group Discussions, Mentoring and On-Site Assessments, these can be completed on a face to face schedule but also on an electronic platform depending on candidate preference.
This qualification will enhance future team leaders and supervisors to help improve the company outlook.
Highfield Level 5 Diploma for Operations or Departmental Managers
This qualification has been implemented to support candidates who wish to prove the ability and competency at middle management, we will guide relevant candidates through this course to showcase the skills and knowledge in the following areas, Leading People, Operational Management, Building Relationships, Project Management, and Senior Communication.
It is also designed as a stand-alone qualification for those learners wishing to gain a nationally recognised qualification in management.
The qualification provides learners with the knowledge and skills in leadership and management such as:
- Leading people
- Operational management
- Building relationships
- Project management
- Communication
These areas will be covered throughout the course using the following systems were applicable, Workshops, Power Points Classroom Sessions, Handouts Written Workbooks, On-Site Assessments, the candidate will have a dedicated assessor / tutor to guide them through the qualification, these can be completed on a face to face schedule but also on an electronic platform depending on candidate preference.
This qualification will help guide employees to higher level management awards going forward.
Level 4 Diploma in Controlling Lifting Operations, Lift Supervisor
This qualification is aimed at the experienced lifting technician who would like to progress further within this sector, this qualification consists of 8 mandatory units, this will get the learner the blue CPCS card and will give the learner knowledge and skills to supervise all lifting operations completed on their site, this would include siting of cranes for lifts, organising teams of slingers, making sure all lifting accessories are available and fully serviceable, also confirming that all lifts are completed as per the lift plan, method statement and risk assessment.
The tutor / assessor would embed the knowledge and understanding for this qualification through a series of classroom tutorials, teams’ meetings, on-line courses, on-site mentoring, and written assignments.
The Level 4 NVQ in Controlling Lifting Operations – Supervising Lifts is suitable for anyone who is already employed in a role in crane lifting operations. It is often taken by those working as lift supervisors or crane supervisors. There are no formal entry requirements to take this qualification. This qualification can be undertaken without any previous training or qualifications in this subject area.
The qualification is supported by the CSCS and once completed you will earn the CPCS/NPORS Blue Competent Operator Card.
Level 5 Diploma in Controlling Lifting Operations, Planning Lifts, Appointed Person.
This qualification is aimed at the experienced Lift Supervisor who is looking to progress to the level of Lift Manager / Appointed Person, this qualification consists of 7 mandatory units, and will get the learner the blue CPCS card and would give this person the knowledge and skills to be responsible for the creation of all lift plans drawn up on site, they would be able to configure what size crane would be needed, the ground bearing pressure for each site, the capacity of lifting accessories and type, the accountability to assess the skills and knowledge of the lift supervisor and slingers who would work directly under their control, and the flexibility to change lift plans, method statements and risk assessments to meet a range of criteria.

Why take the NVQ Level 5 NVQ Diploma in Controlling Lifting Operations – Planning Lifts?
If you are working in a role where you are responsible for controlling lifting equipment, completing this qualification will help to consolidate your knowledge and provide you with proof of your competence to progress your career. Some the key skills that this diploma will prove your competence in include:

The qualification is supported by the CSCS and once completed you will earn the CPCS/NPORS Blue Competent Operator Card.
Level 4 Diploma in Construction Site Supervision.
This qualification is aimed at the experienced Occupational Works Supervisor person who would like to progress within their employment to become a full construction site supervisor over all trades. This qualification would give them a higher standard of Gold CSCS supervisory card and consists of 14 mandatory units, there is several different pathways the candidate could adopt depending on their chosen career route.
The tutor / assessor would embed the knowledge and understanding for this qualification through a series of classroom tutorials, teams’ meetings, on-line courses, on-site mentoring, and written assignments. The total guided learning hours for this qualification is 390hrs, we would expect the individual to complete within 75 to 85 guided learning hours, this would be due to the fact that we are targeting experienced trade supervisors who would like to upskill to a more managerial role.
Level 6 Diploma in Construction Site Management
This qualification is aimed at the experienced construction site supervisor and assistant site managers who are looking to progress to the full site managers black CSCS card. The learner will get the knowledge and skills to run a busy construction site dealing with all possible scenarios that may arise from materials not arriving on site to the changing of architects drawings, and everything in between, they will be up to date with all Construction Design Management Regulations, Building Regulations, the skills to juggle a busy site with various trades trying to complete their own work, they will also conduct regular site meetings with sub contactors and develop the site in line with the programme of works, they would also learn to adopt all government guidelines in relation to ECO management, HASAWA, Construction Phase Plans, Site Inspections and Reports, Accident and Near Miss Reports, and the Management of Health and Safety at Work Regulations.
The tutor / assessor would embed the knowledge and understanding for this qualification through a series of classroom tutorials, teams’ meetings, on-line courses, on-site mentoring, and written assignments. The total guided learning hours for this qualification is 457hrs we would be expecting the individual to be completing within 85 to 100 guided learning hours due to the fact that the individuals we would be targeting are experienced supervisors and assistant site managers looking to progress to full management roles.
NPORS – EWT Course
This course is aimed at experienced plant operators who wish to gain a nationally recognised certification and card.
If you are fully experienced in your chosen piece of plant and confident that you are at the level of test only you can enrol with SB Skills who will in partnership with GMCA fund your theory and practical tests.
This course will cover any piece of plant or machinery that comes under the NPORS awarding body.
Level 2 NVQ in Plant Operations
This course is aimed at individuals who wish to progress on to a level 2 NVQ in their chosen piece of plant or machinery, this will enable them to gain the blue CPCS competence card which last for 5 years.
The course will run as follows, enrolment and induction to your chosen NVQ, you will be allocated an assessor who will make contact and conduct a series of visits to your site were they will ascertain your level of knowledge and skills, from here you will be required to meet certain standards to meet awarding body requirements, once met you will be signed off by your assessor and the blue card applied for.
Level 3 NVQ in Occupational Work Supervision.
This course is aimed at experienced trade operatives who wish to enhance their job prospects by participating this level 3 qualification. Any individual who feels they can step up to the level of supervising within their company can enrol on this course.
The course will run as follows, enrolment and induction to the course, you will be allocated an assessor who will set you a variety of tasks and look to glean various types of evidence from you to meet the criteria within the standards, this will range from company documents to knowledge based questions and discussions.
On completion of this level 3 qualification it will enable the candidate to apply for the gold CSCS card with a letter of endorsement in their chosen profession.
SMSTS
The SMSTS course stands for Site Managers Safety Training Scheme and is designed to provide in-depth knowledge and skills relevant for anyone who is currently, or about to be, working as a construction site manager.
If you are responsible for planning, organising, monitoring, controlling, or administering groups of staff on a construction site, completing an SMSTS course will help you to do your job effectively, efficiently and safely.
SSSTS
SSSTS stands for the Site Supervision Safety Training Scheme. This 2-day course is perfect for any workers who have, or are about to have, supervisor responsibilities on a construction site.
It covers a range of health, safety and environmental issues that supervisors need to be aware of in their role.
To apply for these courses all learners must meet the ESF eligibility criteria.

- Be employed at the time of entry onto the programme. This includes individuals in work with a full/part-time contract, zero hours contract, in work claiming Universal Credit, and self-employed (or unemployed with prior approval as mentioned above).
